In September
of 1986, the Soo Line RR Co. filed papers with the Interstate Commerce
Commission intending to abandon the railroad line.
In March 1987,
staff from the Minnesota and Wisconsin Department of Natural Resources
(DNR) met to discuss the abandoned Soo Line railroad grade (Soo
line RR grade was purchased by Wisconsin Central). Public interest
grew for having Wisconsin DNR buy the abandoned grade in Burnett,
Douglas and Polk Counties.
Negotiations
continued for acquiring the railroad grade (1987 - 1989)
In November
of 1988, Burnett County purchased the Wisconsin Central Railroad
grades in their county and made an offer to buy the bridge and land
near Danbury.
In April of
1989, the Wisconsin DNR planned to buy the railroad grades and turn
them over to the counties to develop and manage as a trail.
In June of
1990, Governor Thompson and the Natural Resources Board approved
the purchase of the railroad grade in Burnett, Douglas and Polk
Counties. (Burnett County sold back their part of the railroad grade
to the Wisconsin DNR).
In June of
1991, the Gandy Dancer Trail Commission was created to bring together
the agencies involved in the management of the trail. Representatives
from Burnett, Douglas and Polk Counties and the Minnesota DNR attend
these meetings twice a year.
