MINUTES OF THE MEETING

Committee Members Present: Gerald Pardun, Phil Lindeman, Eldon Freese, Emmett Byrne and Jeff Schinzing.

Others Present: Candace Fitzgerald - County Administrator / Human Resources Director, and Marcy Thalacker - Human Resources Generalist.

Chairman Gerald Pardun called the meeting to order.

MOTION
Phil Lindeman motion, Emmett Byrne second to approve the April 26th and 27th, 2005 Minutes of the Meeting as distributed. Motion carried.

Economic Support Reclassification
Items reviewed included the 2004 Non-Professional Wage Appendix A, a March 23rd, 2005 email between Jeffry McIntyre - Health / Human Services Director and Candace (referencing the letter she had sent to Karla Brunberg - Economic Support / W-2 Supervisor concerning the reclassification issue [based on the March 11th, 2005 Personnel Committee action] and specific information on when Michelle Brown and Debra Chapman had each assumed the Entry Level position and completed their respective training along with Jeff's recommendations for these employees), the regular Economic Support Specialist/W-2 Worker position description and the previous correspondence from the employees and Karla which initiated this process. Jeff and Karla were present to support their position on this issue and answer the Committee's questions. It was noted that there are two different types of Workers who go thru training customized to their respective duties - the time frame of which varies in the length of completion time. The position description references "up to 2 years experience at the … (Entry Level)." Discussion revisited previous reclassifications versus internal and external individual circumstances.

MOTION
Phil Lindeman motion, Emmett Byrne second to apply the recommendations as put forth in Jeff McIntyre's email (which followed the Personnel Committee's 03/11/2005 motion) to Candace for reclassification of Michelle Brown and apply that same criteria in reclassifying Debra Chapman in the future to Regular Economic Support Specialist / W-2 Worker Positions as long as their performance is good. Motion carried.

Staffing Change - Medical Examiner
Pat Taylor - Medical Examiner met with the Committee as a follow up to previous conversations with the County Administrator regarding his tentative resignation from his position due to personal time constraints, requested reassignment to a Deputy position and suggestion to promote Michael Maloney - Chief Deputy Medical Examiner to fill that department head position. An appropriate transitional period might be considered so he could familiarize Mike with the overall department processes. He made several suggestions which he felt would be positive moves for the department. The Committee asked him to outline these items in writing for further consideration, as well as, make arrangements to have Mr. Maloney meet with the Committee at a future time before the end of the year in order to further evaluate their options for this department.

MOTION
Jeff Schinzing motion, Phil Lindeman second to approve Judy Covey-Johnson's March 31st, 2005 vacation extension request. Motion carried.

Protective Coverage for Jailers SB 114 and AB 225:
A Wisconsin Counties Survey on the estimated cost for 2006 under these respective proposed Bills which promote covering Jailers under the Protective Service Classification rather than under the General Category for Wisconsin Retirement Benefits was shared with the Committee. It was remarked that the survey reflected only costs for a single year and did not reference any additional costs related to either unfunded liability tied to prior years service or early retirements that might take place if the Bills were in fact approved. These proposed legislative activities are viewed as further unfunded mandates.

Phil Lindeman motion, Eldon Freese second to go into Closed Session at approximately 10:45 A.M. pursuant to Wisconsin Statute 19.85(1)(c) to discuss Employee Compensation. Roll Call vote as follows:

The Committee reconvened into open session as announced at 11:45 A.M.

RECRUITMENT UPDATE:

A. Health / Human Services Department - Home Care Nurse. Gwen Schaaf began work in this position on Friday, April 1st, 2005.
B. Health / Human Services Department - Site Manager / Cook. Shirley Holmes began work in this position on Monday, April 18th, 2005.
C. Sheriff's Department - Forestry / Recreational Officer. Joshua Henry moved from a regular Deputy Sheriff assignment to this position on April 9th, 2005.
D. Sheriff's Department - Deputy Sheriff. Two existing vacancies were filled as follows: Joanna Bartosh began work on Monday, April 4th, 2005 and Jameson Wiltrout started on Monday, May 9th, 2005.
E. Sheriff's Department - Dispatcher / Jailor. David Taylor began work in the new 2005 Dispatcher / Jailor Position effective 03/21/2005.
F. Seasonal Summer Student Recruitment

a. Forest/Parks Department. Susan Ingalls will work in the Seasonal Forest Assistant Position effective May 23rd, 2005 and Spencer Smith returns to work in the Seasonal Trail and Park Position on June 2nd, 2005.
b. Highway Department. The Highway Commissioner rehired the four student workers from the Summer of 2004 for the Summer of 2005.
c. County Treasurer's Office. Casey Doll was rehired for the Summer of 2005 and will return to work in early June, 2005.

AFSCME Interest Arbitration
The Committee will next meet on Wednesday, June 1st, 2005 at 9:30 A.M. for the Local #279-A, Non-Professional Employee's Unit Interest Arbitration.

MOTION
Eldon Freese motion, Jeff Schinzing second to adjourn the meeting. Motion carried. The proceedings ended at 12:00 P.M. Motion carried.
