MINUTES OF THE MEETING
January 31, 2005

Committee Members Excused: Jeff Schinzing, and Philip Lindeman
Others Present: Candace Fitzgerald - County Administrator/Human Resources Director
Chairman Gerald Pardun called the meeting to order.
Motion
Gerald Pardun made the motion, Emmett Byrne seconded to go into closed session
to begin the interview process for the Financial Manager position pursuant to
Wisconsin Statutes 19.85 (1) (c) at approximately 9:05 A.M. Motion carried.
Motion
Emmett Byrne motion, Eldon Freese second to reconvened into open session at
approximately 1:10 P.M. to take action from the closed session. Emmett Byrne,

Eldon Freese, Yes; Gerald Pardun, Yes. Motion unanimous.
Motion
Motion by Emmett Byrne, seconded by Eldon Freese, to recommend Lynn Miller for
the internal promotion for the Financial Manager position.
Land Records Contract
Motion by Eldon Freese, seconded by Emmett Byrne to postponed the discussion
with the Land Records/Surveyor over a mapping contract until the full committee
is present. Motion carried.
Fitzgerald updated the Committee on the negotiations with the union to place the Watershed Manager in the Professional AFSCME Union Contract by making a $500 salary adjustment previously approved for this position for 2005 (making the hourly rate of pay $17.41) as a non-represented employee, and then creating a separate step lower than the GIS/Mapping Technician, following the 5% differential between each step up to 36 months. Fitzgerald explained that the union felt the Watershed Manager position was equal in pay and duties to the GIS/Mapping Technician.
Motion
Motion by Eldon Freese, seconded by Emmett Byrne to approve the salary adjustment
and create the step lower than the GIS/Mapping Technician. If the Union does
not accept the offer, the Committee will revisit the full time status of the
position because there is no additional money budgeted to increase this position.
Motion passed.
Fitzgerald updated the Committee on the AFSCME Unions and that they filed for mediation. She talked to a couple of other counties and that seems to be their trend. The union does not want to agree to any health insurance language changes. No action was taken.
Candace Fitzgerald updated the Committee on the offer extended to the Health and Human Services Director, and gave them a copy of the job offer letter. No action was taken.
Candace Fitzgerald updated the Committee on the request from UW-Extension Staff to assist in the making of an orientation video for new department managers. No action was taken.
With no other business before the Committee, Eldon Freese moved to adjourn. Emmett Byrne second. Motion carried. The meeting ended at 1:35 p.m.
