CALL TO ORDER: 9:35 a.m. by Charlie Peterson

MINUTES APPROVAL: Motion by Duane Johnson/2nd Jim Engelhart to approve the minutes as presented. Motion carried.

FINANCE REPORT APPROVAL: Reviewed new financial report (New World system) - some adjustments made to the printing. Motion by Duane Johnson/2nd Wayne Burmeister to approve the finance report as presented. Motion carried.

AGENDA:

BILL DORGAN - LAKE 26 ASSOCIATION PRESIDENT

o Bill reviewed the stats surrounding Lake 26 and surfaced the concerns the residents have. Their largest concern is how to be proactive at stopping the possible influx of aquatic invasives, specifically Eurasian Water Milfoil. Bill highlighted the steps they've taken so far, in conjunction with a DNR grant and asked for support from the committee for future education, opportunities to protect the lake, and possibly applying for a new DNR grant.

WILDLIFE DAMAGE PROGRAM - CINDY BLONK

o Distributed list of ag damage program participants.
o Distributed list of deer donation processors.
o Set closure date for Wildlife damage program claims. Motion by Duane Johnson/2nd Jim Engelhart to set the Wildlife Damage Program claims closure date as December 31, 2005. Motion carried.
o Reviewed and approved contract for new storage locker at Woodland Mini Storage.

MATT BOBOWSKI - SIP PAYMENT CONCERNS

o Matt is a resident on Crooked Lake and is concerned that the $50 per year tax rebate for enrolling in the Shoreline Incentive Program is too low. He would like to see it increased, even if it means foregoing the $250.00 incentive payment. He feels that the tax rebate is not high enough to keep up with the ever increasing property taxes and thus is not a big enough motivation to get people to enroll their properties in the program.

NRCS - TOM FREDRICKSON

o Program updates.

SOIL JUDGING RECAP - DAVE & ANN

o Reviewed the day's events, weather, winners.

SPEAKING CONTEST RECAP - DAVE FERRIS

o Reviewed the county contest held October 25 and gave an invite to the Area Contest being held 11/4 in Hayward.

VOUCHER APPROVAL - DAVE FERRIS

o Dave reviewed the new procedures for authorizing invoices and asked to have Ann be able to sign monthly recurring invoices/vouchers like we have done in the past with the electronic signatures. Motion by Jim Engelhart/2nd Wayne Burmeister to allow Ann Lane to sign/approve all regularly recurring invoices/vouchers. Motion carried.

COUNTY CONSERVATIONIST REPORT - DAVE FERRIS

o WLWCA Annual Convention

· December 7 - 9
· Need agenda choices from Charlie and Jim by end of next week.
· Motion by Wayne Burmeister/2nd Jim Engelhart to any representative including Dave Ferris to vote at the convention on behalf of Burnett County if chair is absent. Motion carried.

o WLWCA resolutions - reviewed 13 resolutions that are to be presented to the Board at the annual convention.
o Big Wood Lake watershed update: Loomis & Callin projects have been completed.
o Tents for Conservation Day? Committee gave the go ahead to look into rental vs. purchase of a portable tent to use for events such as Conservation Day.
o Itasca County, MN - 11/2 a group of four visited us from Itasca County looking for guidance on starting up their own Shoreline Incentive Program.
o The MN DNR has requested for Dave to speak at two meetings in February and March regarding the Shoreline Incentive Program.
o Fornengo Farm - Dave reviewed a recent visit to the farm to inspect streambank problems. Problems are severe in some areas and will require restoration.
o Dave and Mary Falk - their project funded by RC&D will not receive as much cost sharing as originally expected due to insufficient documentation.
o Jim Engelhart gave a recap of the last Pri-Ru-Ta meeting.
