Land Committee members present: Land Committee Chairman Edgar Peterson, Supervisor Clifford (Larry) Main and Supervisor Phil Lindeman.

Called to order: Ed Peterson called the July 11, 2005 meeting of the Land Committee to order at 8:30 a.m. in Room 162/163 of the Burnett County Government Center.
Minutes: Motion by Ed Peterson, second by Larry Main, to approve the minutes of the June 13, 2005 Land Committee meeting. Motion carried.
Outlot 3 and Lot 33, Big McGraw Lake Assessor's Plat Number 1 located in the Town of Blaine: Burnett County is the owner of Outlot 3 (.19 acre) and Lot 33 (.81 acre) in this assessor's plat. A portion of the assessor's plat is shown on the next page.
Ron Deyo purchased his land (Lot 18) about two years ago; he thought his property extended to the town road. After the assessor's plat was completed, he learned Outlot 3 is located between his Lot 18 and the town road. An old septic system used by Lot 18 was located on Outlot 3; the septic system has been removed. A holding tank needs to be installed to replace the old septic system. Mr. Deyo wants to obtain ownership of the part of Outlot 3 that lies between his lot and the town road in order to have room to install the holding tank.
Because Outlot 3 and Lot 33 were obtained by tax deed, Ordinance 96-01 doesn't permit the county to deed the land without a public sale. However, the county can legally deed tax deed land to another government entity and has done so in the past.
When asked how the township would like the county to handle this, the town clerk felt it would be easiest for the county to deed Outlot 3 to the Town of Blaine. The Town of Blaine would have a survey made and handle the assessments to the landowners. Motion by Larry Main, second by Phil Lindeman, to deed Outlot 3 to Blaine Township. Motion carried. Dave Grindell will prepare a resolution to present to the County Board.
Lot 33 will be retained by the county and will be offered for sale in the future at public auction.

Lake Assessor's Plat Number 1:
Motion by Ed Peterson, second by Phil Lindeman, to go into closed session pursuant to Wisconsin Statutes 19.85(1)(g) to confer with legal counsel with respect to litigation in which it is likely to become involved (Lot 9, Certified Survey Map, Volume 2, page 19, located in Section 36, T40N R15W). Motion carried with a unanimous yes vote.
Action from closed session discussion: Motion by Phil Lindeman, second by Larry Main, to let Dave Grindell pursue negotiations on this piece of property. Motion carried. (Lot 9, Certified Survey Map, Volume 2, page 19, located in Section 36, T40N R15W)
Report by Zoning Administrator on Tax Deed parcels:
Jim Flanigan reported on the following properties listed on Resolution 2005-22 approved by the County Board:
1. Robert Borgestad paid
the necessary delinquent taxes to stop the current tax deed process so no report
is necessary.
2. Edward Hoernke: 014-2207-04710, Town of LaFollette, 10.0 acres, may have
some water frontage on an unnamed lake; the local name is School Marm Lake.
The tornado took everything off the land; he could not find any improvements
on the property.
3. Anne Menckey: 020-9175-26000-27600, Town of Oakland. There is an old cabin
and shed on the property and a pickup load or two of scrap.
Tax Deed Resolution - John & Georgiana Hurt: A resolution is not needed since the taxes have been paid.
Request to purchase Tract 03-09: Judy Dykstra reported there had been a request to purchase Tract 03-09. Ordinance 96-01 does not address this situation. The land was sold on a land contract and then the land contract owner was released from the contract. Motion by Ed Peterson, second by Phil Lindeman, to table the request and sell the parcel at auction.
A resolution (May 11, 2005 Land Committee motion) prepared by Dave Grindell to correct the legal description on an easement previously given to Ryan Tollander for $500.00 was presented to the committee for signing. Motion by Larry Main, second by Phil Lindeman, to approve the resolution.
