June 13, 2005
Land Committee members present: Land Committee Chairman Edgar Peterson, Supervisor Clifford (Larry) Main and Supervisor Phil Lindeman.
Others present: Joanne Pahl, County Treasurer; Jake Nichols, Forestry & Parks Administrator; John Francis, Forestry & Parks Assistant Administrator and Judy Dykstra, Deputy County Clerk.
Called to order: Ed Peterson called the June 13, 2005 meeting of the Land Committee to order at 8:30 a.m. in Room 162/163 of the Burnett County Government Center.
Minutes: Motion by Phil Lindeman, second by Larry Main, to approve the minutes of the May 11, 2005 and May 26, 2005 Land Committee meetings. Motion carried.
Gandy Dancer Property in Danbury - Town of Swiss Park:
A copy of a letter dated January 20, 1997 from the Wisconsin Department of Commerce was given to the committee regarding "Close-out of Case DNR #02-07-000096, Former Amoco Bulk Plant, Danbury, WI." Jake Nichols reported the contamination on the property has been taken care of. Phil Lindeman asked about county liability if contamination is found. Ed Peterson replied the law has changed and the county would not be held liable.
The Parks, Recreation and Tourism committee sent the Town of Swiss land sale request to the Land Committee recommending the sale. This was done before it was known the property had to be surveyed; the Town of Swiss should pay the costs of the survey.
The county previously sold a parcel located on the east side of the trail to the Town of Swiss for $1.00 and included a reversionary clause in the deed. Jake Nichols said the county should maintain a fifty-foot corridor and because Trail 45 cuts through the property the county should retain an easement.
Motion by Phil Lindeman, second by Larry Main, to approve the request as discussed. Motion carried.
Tax Deed Resolution: Motion by Phil Lindeman, second by Larry Main, to proceed with the tax deed resolution with the stipulation the properties are to be checked by Jim Flanigan, Zoning Administrator. Motion carried. The resolution includes:

AUTHORIZING THE ISSUANCE OF TAX DEEDS
It is hereby resolved by the Board of Supervisors for Burnett County, Wisconsin that the County Clerk for Burnett County be authorized to issue Tax Deeds against the persons and properties described, pursuant to Section 75.14(1) of the Wisconsin Statutes.
The actual deeds themselves, together with all supporting documentation, are on file in the Office of the County Clerk and are available for inspection during ordinary business hours.
Recommended for adoption by the Land Committee on June 13, 2005.

North Sand Lake Property:
Motion by Larry Main, second by Phil Lindeman, to check with realtors about
the value of the tax deed property on North Sand Lake. Motion carried. Larry
Main will check with the realtors.

Reopen Meeting: Motion by Larry Main, second by Phil Lindeman, to reopen the meeting. Motion carried.
Tax Deed Profits: Motion by Larry Main, second by Phil Lindeman, to look into adding a capital improvements line item for profits from tax deed land auctions and to refer this to the Finance Committee. Motion carried.
