Burnett County Highway Dept. Committee Meeting
January 11, 2006

The regular meeting of the Burnett County Highway Committee convened on Wednesday, January 11, 2006. Larry Main called the meeting to order at 8:05 a.m. Also present were Bert Lund Jr., Commissioner Morehouse, Jeff Scanlon, Steve Washkuhn, Jeffry McIntyre, Sheila Bristol, Todd Beckmann (Sentinel) and several vendors.

Jeffry McIntyre, Burnett County Health and Human Services Director, presented a draft of his revised County Tobacco Use Policy. He stated several concessions had been made from the original document. Providing designated smoking areas was just one idea presented. The Commissioner stated he needed to agree with an ordinance in order to support and enforce it. As he had not had a chance to review the draft he was unable to give his opinion. The Commissioner stated he had no problem with smoking anywhere at the Highway facility other than in the office, near the fueling station or gas/welding tanks. He stated we have larger concerns regarding air quality from our equipment in the shop. Mr. McIntyre recommended that the Commissioner and his supervisors review the policy and decide on a designated smoking area.

There were no other appearances by the public.

The minutes of the December regular meeting were approved on a Lund/Main motion. Motion carried.

Advertised bids for a power broom, crack sealer, pressure washer and foreman's truck were opened and reviewed. See results below:

Motion by Main/Lund to purchase the new power broom from Roland, have Steve Washkuhn review specs on the crack sealant applicator and pressure washer and proceed accordingly, and compare specs and prices on foreman's truck with the state bids and proceed accordingly. Motion carried.

The Commissioner updated the committee on the upcoming demolition and cleanup of the Hedlund Dx property located in Falun. He reported that paperwork has been received from Cedar Engineering regarding the materials' content. The Commissioner stated he would like to make sure the materials are free of contamination before allowing the materials to be hauled to a dumpsite. It is anticipated that cleanup will begin in a couple weeks.

Commissioner Morehouse is considering an early start up for the construction season. An early startup for the Webb Lake project is required to meet the DNR specifications due to an endangered turtle. He stated they would go from that project into the Riverside Cutoff project to keep mobilization costs down.

Progress on the purchase of the Wiberg gravel pit was discussed. The Commissioner had recently met with Duane Wiberg and requested a survey to determine the boundaries. The Commissioner stated that monies for this purchase are available through the gravel pit account.

An Open Project Status Report for January was reviewed see below:

State Projects

· Repair curbs, Danbury, Siren, Grantsburg.
· STH 35 - CTH A to south bridge Danbury (reconstruct).
· STH 35 - Stop a Sec north to Webster bridge (rut pavement repair)

Township Projects

· Webb Lake - Namekagon Trail.
· Webb Lake - River Road.
· Siren - Lonestar Road.
· Siren - Gordon Road or Burnikel Road.
· The Commissioner will actively pursue chip sealing for the Townships.

County Projects-Construction

· CTH F - Foxes Landing to Nordstrom Ln 1.75 miles.
· CTH H - STH 77 to Burls Trail 1.8 miles. (if funded)

County Projects-Maintenance

· CTH B - Thompson Rd to Cranberry Marsh Rd 4 miles.
· CTH F - Nordstrom Lane to Curry Road.

An Equipment Status/Condition report was given by Commissioner Morehouse.

· The dozer needed some track repairs.
· No significant breakdowns and only regularly scheduled maintenance required.

January invoices in the amount of $57,355.67 were presented to the committee. There was a motion by Lund/Main to authorize and confirm all invoices processed in January and those presented for payment. Motion carried.

The next regular meeting of the Burnett County Highway Committee will be held on Wednesday February 15, 2006 at 8:00 a.m.

Motion to adjourn the meeting by Main/Lund. Motion carried.
