The regular meeting of the Burnett County Highway Committee convened on Monday,
May 9, 2005. The meeting was called to order at 8 a.m. by Chairman, Larry Main.
Also present were Eldon Freese, Bert Lund Jr., Commissioner Morehouse, Jeff
Scanlon, Steve Washkuhn, Sheila Bristol and Chet Newman (Sentinel).
There were no appearances by the public.
The minutes of the April regular meeting were approved on a Freese/Lund motion. Motion carried.
Bids for the advertised equipment sale was delayed until the mail was picked up at the post office by Steve Washkuhn.
Setting aside carryover
funds into a Capital Improvement Program account was discussed.
The Commissioner informed the committee that approximately $188,000 of this
carryover has not been appropriated within the 2005 budget. He cited no opposition
to this planning other than keeping these funds in highway accounts in case
of a shortfall in this year's budget. Motion by Main/Freese to create a Capital
Improvement account and authorize the transfer of $188,000
in carryover into this account. Motion carried.
Steve Washkuhn, Shop Foreman joined the meeting. Bids for the advertised equipment sales were opened and reviewed, see attached bid results. Motion by Larry Main seconded by Eldon Freese to accept bids as presented and allow the Commissioner to act accordingly. Motion carried.
The Commissioner updated the committee of his recent meeting with Cheryl Flor, PE with SHE regarding future planning for city sewer and water at our present site. He stated the Village of Siren is now willing to pay for the study to evaluate if their system can handle the additional load. What they need from us are site elevations. The Commissioner stated only old plans exist and no other plans were on record with the State DOT. He plans to check with the village to see if an old plan would be adequate or if new surveyed elevations would be required.
The Commissioner reported that a large truck service door had crashed down last week and will need fixing. An overhead door company has been contacted and a special order for replacement was ordered.
An Open Project Status Report for May was dispersed and reviewed, see attached.
State Projects
· The following additional DMA projects for the state have been secured:
· Crack filling STH-35 (Danbury to NCL) $24,602.
· Crack filling STH-48 $36,239.
· Bituminous/Patching STH-77 $15,000.
· Shoulder Repair STH-77 (Danbury to WCL) $14,000.
Townships Projects
· Sand Lake's construction on Whistler Road will begin this week.
· Anderson Twsp. (Bucklund Road) is a gravel haul only.
County Projects
· CTH U- construction phases complete. Curb and gutter should go into today. Substantial cost overruns has been incurred due to change orders needed.
· CTH X- construction portion should be completed today, gravel hauling will be next.
· CTH C-cancelled due to lack of funds in the 2005 budget.
An Equipment Status/Condition report was given by Commissioner Morehouse.
· Unit #186- the water tank is in the process of being built. Costs for this fabrication will be coming in much higher than originally projected. Overall equipment purchases for 2005 have come in less than budgeted making up the difference.
Motion by Main/Freese to go into Closed Session to discuss employee performance and compensation pursuant to Wisconsin Statute 19.85 (l) (c). Motion carried.
Motion to Reconvene to Open Session by Freese/Main. Motion carried.
No action required from Closed Session.
Commissioner Morehouse and the Highway Committee plan on attending the Summer Conference June 13-15th.
May vouchers in the amount of $47,655.36 were presented for payment. There was a motion by Freese/Lund to authorize and confirm all vouchers presented for payment. Motion carried.
The next regular meeting of the Burnett County Highway Committee will be held on Wednesday, June 8, 2005 at 8:00 a.m.
Motion to adjourn the meeting by Freese/Main. Motion carried.
