Health & Human Services Board Meeting

Present: David Alderman, Norman Bickford, Sharon Menke, LaVerne Sandberg, Laurel Stusek, Jeff Schinzing, Bert Lund, Jr., Dr. Blaise Vitale, and Chris Sybers.

Also Present: Jeff McIntyre, Rob Rudiger, Jeanne Young, Carol Larson, Ruth Tripp, and Lois Taylor.

The meeting was called to order at 1:30 p.m. by Chair David Alderman.

There were no appearances by the public.

A motion was made by Norman Bickford, seconded by Sharon Menke, to approve the minutes of the July 12, 2005 meeting; motion carried.

A preliminary public hearing on the Health and Human Services Budget will be held August 11, 2005 at 11:00 am in Room 165. A final public hearing on the Budget will be held August 15, 2005 at 3:00 pm in Room 165.

The next Health and Human Services Board meeting will be Tuesday, September 13, 2005 at 1:30 pm in Room 165.

Director's Report:
Personnel Update:
Effective January 1, 2006, Jeff M. plans to institute an annual employee evaluation program.

The remodeling of the reception area is proceeding as planned. The materials will be installed in approximately 4 to 6 weeks.

Interviews for a Home Health Nurse are scheduled.

Norm Bickford made a motion to recruit and fill the vacant Home Health Aide position, hourly as needed, Bert Lund, Jr. seconded; motion carried.

Financial report: Jeanne Young reported that the budget remains on track with approximately 50% remaining as of the end of the June fiscal period. The unit managers deserve credit for maintaining the budgets in their areas of responsibility.

A draft 2006 budget was presented to the Board for review. This budget will be subject to two public hearings prior to approval to submit the proposal to the County Administrator.

Aging / Benefit Specialist: Lois Taylor was present to answer any questions from the board regarding the opening of a senior meal site in Danbury. Several factors have delayed progress in this area. Whereas the Department favors the provision of a senior meal site in Danbury, Laurel Stusek made a motion to support the opening of a Danbury senior meal site following fiscal policies similar to those currently in place at the other meal sites, Dr. Blaise Vitale seconded; motion carried.

Children and Family Services: The shared intake worker was discussed. The judge is briefed twice weekly on current activity within the juvenile system. Jeff M. will be attending the Municipal Court in Webster to support community service opportunities for youth.

Community Programs: Rob Rudiger discussed client services, including a recent decrease in the number of crisis intervention calls, and continued increases in outpatient AODA services.

Diversion of crisis clients to the Lakeshore CBRF in Rice Lake continues to progress. The long-term effect will be a reduction in emergency detention hospital costs, as capacity in Rice Lake continues to be expanded.

Northwest Counseling & Guidance Clinic has notified the Department of the proposed closing of the Siren outpatient clinic. This will have an impact on Mental Health outpatient, AODA outpatient, and Community Support Programs. The preliminary plan is for the Department to take over some of those outpatient services. This may include contracting with additional staff, obtaining additional state certifications, and providing additional clerical and fiscal support for these programs.

Public Health: A case summary was presented regarding environmental health complaints received since Roger Carlson has been with the agency. The county's hiring freeze has impacted the long-term plans for this program.

Meningococcal vaccine is available for children ages 11-18; this program has strict guidelines regarding administration of the vaccine, so interested parties should speak to the intake nurse for further information.

A draft version of the Burnett County Smoking / Tobacco Products Ordinance was presented by Carol Larson and Ruth Tripp. The board reviewed the proposed changes to Resolution 99-41 Burnett County Clean Indoor Air Ordinance, and suggested some possible revisions. The proposal will be presented to the Burnett County Board of Supervisors at the September 2005 meeting.

Jeff Schinzing made a motion to approve the vouchers in the amount of $ 352,594.74, LaVerne Sandberg seconded; motion carried.
