Health & Human Services Board Meeting

Present: David Alderman, Norman Bickford, Sharon Menke, LaVerne Sandberg, Laurel Stusek, Chris Sybers, and Dr. Vitale.

The meeting was called to order at 1:30 p.m. by Chair David Alderman.

There were no appearances by the public.

Norman Bickford pointed out that the wording on the Home Care report should be under budget rather than over budget. A motion was made by Norman Bickford, seconded by Sharon Menke, to approve the minutes of the May 10, 2005 meeting as amended; motion carried.

The next meeting date is July 12, 2005 at 1:30p.m. in Room 165.

Director's Report:
Personnel Update: Jeff M. reported that he continues to meet with staff on a daily basis dealing with concerns and problems. He states that he intends to maintain an open-door policy for all of his staff to come to him.

Further updates: A feature article on the Burnett County Teen Court program has been postponed due to a scheduling conflict.

A public forum will be held regarding the environmental health agent status on July 13 at 7:00 p.m. regarding licensing of restaurants, campgrounds, etc. A surcharge will be required on the licensing fees in order to reimburse the State a percentage of the amount collected.

Financial report: Jeanne Young met with the finance committee June 13 to update them on any unusual activity or expenditures that may come up. The budget remains on track with approximately 66% remaining. The Children & Families Unit remains in very good budget standing. LTS remains stable. MH/AODA has seen an increase in the AODA services in recent months which may strain the budget for that unit. Public Health and Home Care budgets both remain very good.

Jeanne Young recently received an award from the State of Wisconsin for her assistance in capturing federal funding for Burnett County.

A proposal has been made to remodel the reception area to increase security and confidentiality by installing a glass panel in the currently open reception area, and having the Department's main door open only via an electronic buzzer system.

Community Programs: Rob Rudiger discussed a demo of the video conferencing system that is in place in courts, with plans to implement the technology for commitment hearings and other areas of human service involvement.

Rob also discussed the client services, including reductions in the numbers of emergency detentions, and increases in the AODA services. She gave an overview of a recent training on the topic of maximizing Medical Assistance revenues. Burnett County will continue looking at the CCS program, but will postpone any action until the MH crisis response system implementation has stabilized. At the end of 2005, changes may need to be made in the crisis diversion system relative to the counties taking over more of this program from the current contracted provider. Burnett County is looking into providing a dedicated toll-free number for mental health crisis services.

Suicide prevention was discussed, including the fact that in the US a suicide occurs every 17 seconds. Rob summarized information regarding populations most at risk, the familial and societal impact, and a recent conference she attended on these issues.

Children and Families Unit: An explanation of the Safe & Stable families program was presented to the board at their request. Safe & Stable Families funds are earmarked for use in providing services to children and families.

Judge Michael Gableman was present to discuss the issue of a shared intake worker with the Court. Judge has made a proposal to the board to provide the court with joint supervision with DHHS over the Juvenile intake worker. This would provide the court with a better overview of the activities of the juvenile unit, and an opportunity to develop joint prevention efforts. Judge and Jeff are jointly asking that the Health & Human Services board recommend to the Burnett County Board of Supervisors that this proposal be approved.

A motion was made by Norman Bickford, seconded by LaVerne Sandberg, to approve the proposal for joint supervision of the juvenile court intake worker as allowed by WI Stat 938.067(2); motion carried.

Public Health: Carol Larson reported that her request for education under the Professional Development policy has been tabled, while the personnel committee reviews the policy for possible update and clarification of the policy requirements. Carol has corresponded with the School of Public Health and will be eligible for an accelerated course allowing her to complete this degree with 36 credits rather than the usual 50 credits required.

Communicable disease reports include statistics on STIs, including factors that may be skewing the data. This also becomes an issue when the clients are uninsured for health care in light of the costs of testing and treatment. West Nile Virus is also of concern, and Public Health is coordinating with area veterinarians regarding the testing of dead birds.

Influenza vaccine has been ordered, and Carol has been in contact with other area health care providers to ensure availability. Two public health exercises are being planned for this year, including an exercise on mass vaccination.

Environmental health concerns included a home needing cleanup, 7 dog bites and 3 feral cats suspected of carrying disease.

The Tobacco Control program may be undergoing some changes, including the hiring of a coordinator as a Limited Term Employee to replace the position currently under contract. A motion was made by Laurel Stusek, seconded by Sharon Menke, to recommend that the position of Tobacco Coordinator be changed from a contract position to a Limited Term Employment position to be housed in Public Health; motion carried.

Public Health has received a mini-grant to promote dental health, as well as a mini-grant to promote car seat safety and expand the car seat rental program currently in place. Another small grant was received which will be used to promote water as the beverage of choice for teens in place of carbonated beverages by allowing the Burnett County schools to provide water in the school's logo brand bottles.

A resolution supporting a tobacco tax increase, approved previously, was presented for signature by the members of the Health and Human Services board.

A resolution was presented supporting State funding for mandated services. This was approved for recommendation to the Burnett County Board of Supervisors on a motion made by Norman Bickford, seconded by Laurel Stusek; motion carried.

A motion was made by Norman Bickford, seconded by LaVerne Sandberg to go into closed session to discuss employee performance and compensation pursuant to Wisconsin Statute 19.85(1)(c). Motion carried on a roll call vote:

A motion was made by Laurel Stusek, seconded by Chris Sybers to approve the vouchers in the amount of $461,316.35, motion carried.
