The meeting was called to order by David Alderman, chair, at 1:30 p.m.
There were no appearances from the public.
A motion was made by Norman Bickford, seconded by LaVerne Sandberg, to approve the October 12, 2004 minutes; motion carried.
The next meeting will be December 14, 2004.
Director's Report:
Personnel Update:The Health and Human Services Director position has been advertised
with the applications closing November 12, 2004. A home health aide has been
hired part-time as needed.
Financial Report:
In the absence of Jeanne Young, Dan presented the financial report. All unit
budgets continue to be in good shape with the exception of the Mental Health/AODA
budget which took a hit with emergency detentions. Rob explained the IMD inpatient
budget, with IMD's not budgeted for. Mendota charges $600 per day and Winnebago
charges more. Dan reported overall, the 2004 budget should look similar to 2003
budget.
Program Reports:
Aging: Lois Taylor reported on a meeting she had with Deb Holter, owner of Homestead
Restaurant and Bakery in Danbury. Deb would provide the food and serve the seniors
for $8.00 per meal. Lois offered the option of having the food prepared off-site
but served at Deb's facility. Lois suggested lunches could initially be offered
two to three days per week and see how that goes. As of today, Lois has not
received a response if Deb would be agreeable to have the senior dining there.
Lois also reported she has not received word from the Tribe regarding meals.
The Tribal members are being served at the casino. A committee member suggested
having meals delivered to one of the participant's home and gathering there
for their noon meal. Lois will keep the committee posted. The Grantsburg Site
has been serving meals four days per week since November 1st, with no negative
comments. The A&H site may also have to go to four days per week.
Benefit Specialist: Connie has been busy working with Medicare and billing problems.
Mental Health/AODA: Rob gave a summary on the disaster preparedness progress. Burnett County has the responsibility of evacuation and sheltering and emergency operations plan and will be looking at what the Health & Human Services' responsibilities are. The Law Enforcement/On Call training is scheduled for December 1 & 2. A training is scheduled December 9th on how to set up an Emergency Operation Center. The CBRF located in Rice Lake is scheduled to open in December. Emergency detentions were down in October.
Children and Families: Dan reported the unit is doing a good job, with monthly expenses running at approximately $25,000 vs.$ 103,000 of three years ago. Kris Thompson attended a multi-state conference on Meth, with the state paying her expenses. The conference dealt with issues related to children living in meth households. Wisconsin presently doesn't have laws regarding children in meth homes, but we are hopeful legislation would be forthcoming to toughen the penalties.
Home Care: A part-time, as needed, home health aide was hired and everything is going fine in this unit.
Long Term Support: Laura Warndahl-Neve reported little change in the caseload from last month and referrals are coming in steadily. Laura reported the State would be making changes January 1, 2005 whereby they will no longer pay their portion of the cost for developmental disabled individuals placed in institutions. The state will continue to pay their portion of the costs for the two individuals we presently have placed in institutions, however, the state will no longer cover 40% match dollars for new admissions to hospitals, the county will have to cover the cost. The state is pushing to get more people out into the community; however, some people are not suited for community placement. The State will offer training for Judges. A resolution was discussed which states the Burnett County Board of Supervisors oppose the action unless there are assurances from the State of Wisconsin that they will cover all reasonable costs associated with the ICF-MR downsizing initiative and court ordered new or ongoing protective placements and requests the Wisconsin Legislature take action to correct this potential cost shift and unfunded mandate by assuring complete funding. A motion was made by Chris Sybers, seconded by Bert Lund, to support the resolution; motion carried. All members present signed the resolution. The resolution will be forwarded to the full board.
Public Health: Carol Larson explained area health care providers met to strategize the vaccine shortage in the county. The first clinic was not as well attended as expected with approximately 230 people being immunized. The focus was on persons having two high risk factors. The next clinic at the Government Center will be November 18th and will focus on one high risk factor. We have secured 1700 doses of influenza. As providers need vaccine, we will distribute. We are still under a state emergency flu vaccine order. Cost of flu vaccine is $20.00. Laurel Stusek gave persons credit for respecting the high risk factors of other clients to receive the flu vaccine. Carol highlighted information on the Respiratory Virus Surveillance report; with four lab confirmed flu cases in Wisconsin.
Economic Support: Dan reported the caseload has increased. Two of the unit workers are in training, but are able to do some functions. Kris Peterson broke her ankle and we do not know when she will return to work.
Dan reported Accounts receivables are at $377,339.90. We are doing everything we can to collect, including tax intercept.
The "NewsBrief", National Association of Local Boards of Health quarterly brochure, was distributed.
A motion was made by Norman Bickford, seconded by LaVerne Sandberg, to approve the vouchers in the amount of $274,840.99; motion approved.
