1. How do I find grants or financing for my business?

There are not very many grants or free money as many people hope or expect for. Often times people get access to finance their business through loans. You can find financing sources on our website or contact our Business Development Specialist at 715-635-2197.

2. What permits do I need for my business?

You can find out what permits you need by using the Permits Wizard or you can call the Wisconsin Department of Commerce for State permit information at 1-800-435-7287. Locally you should call your Zoning Department at the Town, Village, or County level.

3. Where can I get help in developing a business plan or other general business questions?

Child Support Agency

1. I have questions about custody or visitation - who can help me?

The child support agency cannot assist with custody and/or visitation (placement) issues. You must contact your attorney or file a pro se (do-it-yourself) motion with the Burnett County Clerk of Courts.

2. What if I lose my job?

1. By law, you must tell your child support agency within ten (10) days if you lose your job, if your income changes, if you get a new job. These new circumstances will not change your court ordered payment amounts until a court revises your order.
2. Your court order for support continues after a job loss--only a court can change an order.
3. If child support payments were taken out of your paycheck, child support payments will now be withheld from your Unemployment Insurance checks.
4. If your job loss is expected to last longer than 6 to 8 weeks, you can ask to have your court order reviewed for a possible change. THIS IS NOT AUTOMATIC!

3. How do I request a review of my child support order?

Contact the child support agency to request a review of your child support order if there has been a substantial change in circumstances since the last order was entered. Some examples of a substantial change in circumstances are:
1.The court changes a child’s placement from one parent to the other
2. The paying parent receives a raise that would lead to an increase of more than 15% or $50 per month
3. The parent receiving support begins to receive public assistance benefits and the order is old or no support was ordered
4. The paying parent becomes incapacitated and can no longer work. A review is the process of checking a child support order to see if it needs to be modified.

A modification of the order can result in an increase, a decrease or no change at all. Both parents will be mailed notice of the review and required to provide current financial information to the child support agency. Child support attorneys who appear at hearings represent the interest of the State of Wisconsin—they do not represent either parent.

4. Is there a fee if I want to change my order?

The Clerk of Circuit Court charges a fee to file a motion to modify a court order. You must pay the court fee of $30 if the child support agency files a motion to modify the order on your behalf. This fee may be waived if the court finds that you are unable to pay. (There is no fee if an agreement to change the order is signed by both parents.)

5. Why does paternity need to be established for my child?

A child born outside of marriage will not have a legal father unless a paternity acknowledgment form is filled out and filed with the vital statistics office or paternity is established through a court hearing.

It is in the best interest of the child to have paternity established as it creates the legal relationship between a child and his or her father, gives the child inheritance rights, access to future benefits through the father (social security, veterans benefits, etc.), and access to the medical history of the father.

If you receive any public assistance for your child, the State of Wisconsin requires you to cooperate with paternity establishment efforts. Failure to cooperate may result in your benefits being sanctioned.

6. How can paternity be established?

Paternity can be established at any time after the birth of the child. In Wisconsin, there are 3 ways to establish paternity:

First, the mother and father can legally agree to the paternity of the father if there is no question as to who the father is and the mother is not married. To accomplish this, the mother and father must sign a special State form called the Voluntary Paternity Acknowledgment. Contact the child support agency for assistance if you would like to sign this form.

Second, the child support agency can file a legal action to establish paternity. Both the mother and father are notified of the case and have the opportunity to appear in court. Either party can ask for genetic tests before paternity is decided.

Third, if parents of a child marry after the birth of the child, paternity can be established through the use of the State's Legitimation form. The child support office can provide you with this form.

7. I'm not sure the Voluntary Paternity Acknowledgement is right for me.

Our office will explain to both parents the consequences of signing this form. If you wish to have genetic testing done before signing this form, our office can assist in setting up that testing. If paternity is established this way, no support obligation or visitation arrangement is established.

There is a separate procedure for obtaining support orders once the form is completed. If you are receiving W2 benefits, your case will automatically be referred for order establishment. If either parent does not wish to sign the Voluntary Paternity Acknowledgment for any reason, the department may be able to file a paternity establishment case.

8. How do I schedule a paternity interview.

9. How does the father's name get on the birth certificate?

When a child is born to a married woman, the husband's name goes on the birth certificate of the child. If the mother and father are not married, the man's name will not be put on the birth certificate until he becomes the legal father.

He can become the legal father through the filing of the state's Voluntary Paternity Acknowledgment form, or through a paternity court action. When a paternity judgment is ordered, the department will notify Wisconsin’s Division of Vital Statistics and the adjudicated father's name will be put on the birth certificate

10. What if the mother is married, but her husband is not the father of her child?

When a child is born while a mother is married, Wisconsin law considers the husband to be the father (this is called the marital presumption). If the mother states that her husband is not the father and is naming someone else, this marital presumption must be overcome before another man can be found to be the child's father.

11. I may be the father of a child born to a woman who is not married. Can I ask the department to start a paternity case?

Yes, a possible father can apply for services to establish paternity of a non-marital child. Call 715-349-2555 to schedule an appointment.

12. What types of cases are appropriate for order establishment?

If the parents have never been married, paternity must be established before the court can order child support to be paid. If the parents are married, the child support agency can file a legal action to compel the absent parent to support the family.

If a divorce has already been filed in Burnett County, the child support agency can file a motion within the divorce asking the court to set a support order. If you already have a Burnett County paternity or divorce case with no current support order, the child support agency can file a motion to ask that support be set if circumstances have changed substantially since the last time the support issue was addressed by the court.

For example, if your ex-spouse was not working the last time the case was in court, no child support may have been ordered. If he or she is now working, we may be able to seek a support order at this time. If the parents were never married, but signed and filed a Voluntary Paternity Acknowledgement form, the child support agency can file an action to compel the absent parent to support the child.

13. I no longer want to receive child support from the other parent - how can I stop my child support order?

You can only stop your order if you do not receive public assistance benefits. If both parents agree, you can file a pro se stipulation (a legal agreement signed by both parents then approved by the court) and submit that to the clerk of court’s office asking for approval from the family court commissioner to stop your order.

14. My parental rights have been terminated by the court. Why am I still receiving billing statements?

You must provide the child support office with a copy of the order terminating your parental rights for the current support obligation on your case to be stopped. You will continue to be responsible for any arrears, costs, and interest on your case that accrued before your parental rights were terminated. You will receive billing notices until all debts are paid in full.

15. My child has graduated from high school - how do I stop my support order?

Wisconsin law requires you to pay child support until your child turns eighteen and graduates from high school, or, until your child turns nineteen, whichever is later. If your child is eighteen and has graduated from high school, you should provide proof of graduation to the child support agency.

16. Why am I still receiving billing statements when my child is over 19?

You will continue to be billed for any missed child support payments (arrears) or any fees or expenses that have been ordered on your case until the debts are paid in full. You will also be billed for any interest that has accrued on the arrears on your case.

17. I am making payments on my child support arrears. Why are my taxes still being intercepted?

Under state and federal law, once arrears have been certified for tax intercept, they remain certified and refunds will be intercepted until the outstanding amounts are paid in full, even if payments are being made.

18. I am married and my spouse's refund is being intercepted for my child support arrears because we filed a joint tax return. How can we avoid this in the future?

At the time of filing your tax return you should file an "injured spouse" claim. Any and all issues relating to the injured spouse claim need to be handled through the IRS.

19. Has an intercepted tax refund been paid on my arrears yet?

You can get tax intercept collection information by calling the KIDS Information Line 800-991-5530. You may also visit: WI SCTF

20. What is the fee for tax intercept service?

Tax intercept fee - the parent receiving a tax refund intercept must pay 10% of any collection of $10 or more, but not more than $25. It is taken out of the intercepted refund.

21. How do I report a change of address or new employer?

You can call the child support agency 24 hours a day, 7 days a week at 715-349-2555 to leave your new information. Please remember that you must provide your full name, PIN, or Social Security Number if you are leaving the message on our voicemail. You must also provide your current telephone number in the event we need to contact you to verify the information.

22. What is the R&D fee and why do I have to pay it?

Under Wisconsin law, the receipting and disbursing (R&D) fee is the state's charge for maintaining the payment record on a family case.

The fee is $65 per year for any case that has child support, family support, maintenance, birthing or medical obligations as well as the arrears (missed payments). It must be paid by the court-ordered payer on the case.

23. What is the new $25 annual fee being charged to recipients of child support?

A new federal law requires child support agencies to collect $25.00 once each year from eligible custodians once they receive at least $500 in child support during the year. The year, for collection purposes, follows the federal fiscal year, which is from October 1 to September 30. The initial assessment of this fee will begin on October 1, 2007 and will be done yearly.

24. When should I contact the Wisconsin Support Collections Trust Fund (WI SCTF) regarding payments?

In the State of Wisconsin, payments are processed by the Wisconsin Support Collection Trust Fund (WI SCTF). 2. What is Probate?

Probate is the court-supervised procedure for the transfer of ownership of someone's assets after they die.

3. If I find a will after someone dies, what do I do with it?

Pursuant to Wisconsin Statute 856.05(1), any person having custody of any will shall, within 30 days after he or she has knowledge of the death of the testator, file the will in the proper court or deliver it to the person named in the will to act as personal representative.

Any person named to act as personal representative shall, within 30 days after he or she has knowledge that he or she is named to act as personal representative, and has knowledge of the death of the testator, file the will in the proper court, unless the will has been otherwise deposited with the court.

4. What does a Personal Representative do?

The personal representative is the person appointed by the Court to administer the estate. The Personal Representative is responsible to:

- Collect, inventory and possess all of the decedent's assets and file the inventory with the court.
- Maintain necessary insurance on the property.
- Collect all income and rents from decedent's estate and manage the estate.
- Handle all claims against the estate.
- Pay out of the estate all expenses of administration, taxes, charges and claims.
- Prepare a complete final accounting and file it with the court.
- Distribute the remaining assets to the proper beneficiaries and file receipts with the court.
- Keep all interested parties fully informed of the estate progress and provide them with copies of any paperwork required.
- Obey and perform the probate court's orders.

5. Do I need a lawyer?

An attorney is not required to probate an estate informally, however, you may seek the advice or services of an attorney at any time.

6. How do I file a claim?

- Complete the standard court form (PR-1819).
- File the completed form, along with the $3.00 statutory filing fee, with the Register in Probate.
- Provide a copy of the claim to the Personal Representative and the estate attorney.
- There is a time limit for filing claims. You can check the court file in person or review the court record on the internet at (Link) to find the claims deadline for a particular case.

7. How do I get Domiciliary Letters?

Domiciliary Letters are issued to the Personal Representative by the Court upon the filing of all required documents with the Register in Probate in an Informal proceeding, or after a hearing before the Circuit Court Judge in a Formal proceeding.

Domiciliary Letters give the Personal Representative the authority to act on behalf of the estate of the decedent and to perform all duties required to administer the estate according to statute.

A person nominated as personal representative in a will does not have authority to act as personal representative until appointed by the probate court.

Not all probate proceedings require Domiciliary Letters to release property and accounts.

2. What can I do about a judgment listed on my credit report?

A good place to start is the Burnett County Clerk of Courts office. You can use the public access computers or view the actual records involved.

You can get useful information from the file and make copies of any documents that will help you clear your credit. There is a charge of $1.25 per page for copies.

3. Where do I get forms for my lawsuit?

Many legal forms and instructional material are available on the Wisconsin Circuit Court website.

The Burnett County Clerk of Court's office has Small Claims forms, Divorce / Legal Separation forms, and a variety of other forms such as Contempt forms are available. Modification packets for Family and Paternity matters are also available from the Burnett County Clerk of Court's office.

1. When is my property tax payment due?

Property tax bills are mailed out by the Town or Village treasurer the middle of December.

Payment of the first installment of taxes or payment in full is due to the Town or Village treasurer by January 31.

Payment of the second installment of taxes is due to the County treasurer by July 31.

Missing a due date for payment of taxes results in the unpaid tax becoming delinquent and subject to interest of 1 percent per month from February 1 until paid.

Delinquent property taxes are collected by the County treasurer.

2. Can I pay my property taxes by credit card?

Yes. Delinquent property taxes and the second installment taxes that are due by July 31 to Burnett County can be paid online by credit card or e-check. There is a convenience fee charged for the use of this service. If paying by credit card, a convenience fee of 2.50 percent is added to the total charged to your card. If paying by e-check, a convenience fee of $2.75 per five transactions is charged to your account.

3. Do I qualify to receive the Lottery and Gaming Credit?

The lottery and gaming credit is direct property tax relief to qualifying tax-payers in the form of a credit on their property tax bill. You may claim a lottery and gaming credit if, on January 1, you are a Wisconsin resident and you are a recorded owner of the property and the property is your primary residence.

You can have only one primary residence. Rental or other properties do not qualify for lottery credit.

1. How do I know when severe weather is coming?

There are two initial steps that everyone can take.

1. Purchase a weather radio for your home or business. Make sure it is a radio that has battery backup and is a S.A.M.E. model. With a weather radio, you will be alerted to any weather advisory in your area and you can take approximate steps for your safety.

2. Take a Skywarn Weather Spotter Class. Every spring, Emergency Management sponsors a minimum of two classes that are free and open to the public. The class is usually only about two hours, and is held in the evening. Knowledge is power, and knowing what to look for in the skies is a proactive way to protect yourself and your family.

2. Where do I find out what classes are available to me?

The Wisconsin Emergency Management Website has a list for available classes as does the FEMA website. There are also on-line classes available through FEMA. Contact the Burnett County Emergency Management Office if you would like to register for a class. Some classes can be provided locally.

3. Does Burnett County have a plan for emergencies?

Yes, we have many plans! The primary one is called Emergency Operations Plan, which is a general guideline for all hazards. Their are other specific plans, such as the Hazardous Material Plan, Plans or dams, Mitigation Plan, and more. All plans are housed in the Burnett County Emergency Management Office.

ATV/UTV use is NOT allowed on the Gandy Dancer Trail south of the Minnesota State Line at any time.

2. Do I need a pass to use the Gandy Dancer Trail?

A trail pass is required for bicyclists 16 years of age or older. You do not need a pass when hiking.
Daily passes are $4.00 and an annual pass is $20.00.

14. Is it legal to hunt on Burnett County Forest Lands?

The entire Burnett County Forest is open to hunting, trapping, and fishing used by the general public during any legal season as established by the Wisconsin Department of Natural Resources. Individuals may not reserve areas or restrict use by others. Boats, canoes, or other personal belongings cannot be stored on County lands without permission.
Permanent hunting platforms or deer stands are not permitted. Only portable non-damaging tree stands, which need to be removed daily, may be used. Cutting of shooting lanes or construction of ground level hunting blinds is not allowed. License information

There is no difference, the same number is used for emergency services and mail service.

5. How do I find my property identification number (PIN)?

The PIN is the 24 digit number near upper right corner of your tax statement.

6. Will the County Surveyor survey my parcel?

The County Surveyor does not survey private property. The County Surveyor maintains the 4,000+ Public Land Survey corners which all property boundaries are referenced too.

7. How do I find out if a surveyor is licensed?

8. How do I find out who owns a certain property?

1- If the property has an address number, go to the Burnett County Land Information GIS website and click on AGREE Go to WebGUIDE Site, near the bottom of the page, a new window will open, then click the "Search" tab in the upper right corner, type the address into the house # field, do not put in the street name or type, then hit enter or submit at the bottom of the search window. If more than one record appears, click on the Parcel Number for the parcel you are interested in.
2- If there is no address, there may be parcel mapping available, use the Zoom In tool to zoom into the area you are interested in. Keep zooming in until the photo turns on. If yellow property lines appear, then we have parcel mapping available in that area. Click the Parcel Info tool, then click on the parcel that you are interested in. Click on the parcel id number, this will open the property report.
3- If parcel mapping is not available contact the Land Information Department.

9. Who are the board members for my municipality?

10. Who is the assessor for my municipality?

11. I don't believe my property assessment is correct, how do I go about getting it changed?

We are required to maintain the values established by the assessor for your local municipality. If you do not agree with the values, contact your assessor to discuss it. To find your municipalities assessor, go to the Municipality web page.
A good source of information is the Department of Revenue website, it contains a publication titled Guide for Property Owners, which contains information on property owner's right and information about the assessment process.

12. How do I find out how much was paid for a piece of real estate?

If the property was not exempt from the transfer tax, then the price can be figured out. Contact the Register of Deeds Office.

13. Can I find out the square footage or age of a structure?

Contact the assessor for the municipality in which the structure is located. This information is available on the Municipality web page.

14. My spouse and I have divorced, why is their name still on my tax bill?

The tax bill is required to list the owners of real estate according to the recorded documents in the Register of Deeds Office. If no document was recorded in the Register of Deeds Office to change the ownership (quit claim deed, divorce judgement, etc) then we can not change the names on the tax bill. You may want to contact the attorney handling the divorce about transferring the real estate.

15. My spouse has passed away, but the tax bill still shows their name?

The tax bill is required to list the owners of real estate according to the recorded documents in the Register of Deeds Office. If the property was titled in joint tenancy or survivorship maritial property, you can record a Termination of Decendent's Interest Form at the Register of Deeds Office. This form is available at the Register of Deeds office. If the property was not titled this way, then you may want to contact an attorney to help you transfer the property.

16. I was married recently, why is my maiden name still on my tax bill?

The tax bill is required to list the owners of real estate according to the recorded documents in the Register of Deeds Office. We must list the name as shown on the most recent recorded document. To change the name you may want to contact an attorney to prepare the appropriate documents. Or, if you feel comfortable doing it yourself, you may purchase the forms from the State Bar of Wisconsin website.

17. I just bought a newly created parcel this year, why did the tax bill come in the previous owners name?

When new lots or parcels are created during the year, new parcel numbers are assigned. However, assessments are based on how the property existed on January 1 of the given year. If a new subdivision, CSM or deed creates a new parcel during the year, those parcels will not be assessable and taxable until the following year.

18. How do I find out what a parcel is zoned?

This information is available on the Burnett County Land Information GIS Website.
Click AGREE Go to WebGUIDE Site near the bottom of the page. Click the folder icon next to Land Management Layers. Click in the box next to Zoning, a check box should appear. Read the Zoning Notices and check Okay if you agree. Use the Zoom In tool to zoom into the area you are interested in. Click the Legend button near the upper right of the page to see what each zoning didtrict means.

19. Where can I find a map of my property?

1- If your legal description has wording that says Lot _ or Outlot _, there should be a copy available at the Register of Deeds Office.
2- There may be a survey map filed in the Land Information Office for the parcel. These are available on the Burnett County Land Information GIS Website.
Click AGREE Go to WebGUIDE Site. In the upper left where it says select a theme pick Surveyor. Click Search near the upper right of the page. Click Documents. Type in the Town, Range and Section that you are interested in, then click Submit. The results will show in the window on the right. The maps that are available online will have a larger number, which is a hyperlink to the map. Click on the map number to view the map.
3- There may be parcel mapping available. (Continuation after #2 has been tried). In the upper left where it says select a theme pick Main. Use the Zoom In tool to zoom into the area you are interested in. Keep zooming in until the photo turns on. If yellow property lines appear, then we have parcel mapping available in that area. Click the Print button to print a copy of the map.

1. How do I apply for VA Health Benefits? What are the clinic phone numbers?

Veterans can apply for VA Health Benefits by completing VA Form 10-10 EZ and sending it along with a copy of your DD214 to your nearest VA Medical Center (VAMC). Since Jan 17, 2003, applicants are placed in Priority Groups 1-8 with Group 8 receiving the lowest priority or no benefits at this time. Many factors are considered when determining approval of health benefits such as service, need, net worth, etc.

2. How do I apply for compensation or pension? What is the difference?

Compensation is paid to veterans with service-connected disabilities as ruled by VA. Pension is income based for veterans who are in need. To apply for a SC disability, the veteran must show proof of service, have a diagnosed illness/injury, and the illness/injury must be connected to his/her service.

To be eligible for pension, the veteran must show proof of service for at least one active duty day - not including training - during a wartime period as defined by VA in accordance with Federal law.

3. How do I apply for a loan?

Through the WI Dept. of Veteran Affairs (WDVA), there are primarily two loans (Mortgages are handled through the bank): personal loan and home improvement loan. Veterans must first be eligible with WDVA. Eligibility is established either by showing that you were a WI resident at the time you entered the service or by showing that you have lived in WI for at least 12 continuous months.

Loans are not automatic because you are a veteran. WDVA will still conduct a credit check. You will need to show pay slips for you and your spouse as well as proof of all income. You will also need to list all liabilities for you and your spouse. Your CVSO can assist you with the application.

Youth Camp

1. What type of kitchen facilities are present?

The camp has two electric stoves and two refrigerators in the main lodge. You will need to provide all cooking and eating utensils for your group. Hot and cold running water is available in the kitchen.

2. What are the sleeping arrangements?

The camp contains seven cabins with beds for eight people in each. The beds are wooden bunk beds with a four inch foam mattress over a plywood base. There are also eight beds in the bedroom in the main lodge. You must provide bed linens, sleeping bags, and pillows for your group. Each cabin has electric lights.

3. Is there running water?

Yes! There is running water in the main lodge only.

4. Is there electricity?

Yes! All cabins have lights, as do the toilets and main lodge.

5. Are the buildings heated?

No, there isn’t any heat in any of the buildings. Be sure to bring cool weather clothes and sleeping gear. A stone fireplace is available in the main lodge.

6. Are there any shower facilities?

There are NO shower facilities at the camp.
